Long Beach Democrats Name Jack Schnirman New City Manager

Former chief deputy supervisor at the Township of Brookhaven called on to run Long Beach.

Jack Schnirman, a former chief deputy supervisor at the Township of Brookhaven, has been tapped to become the next city manger at the City of Long Beach, according to the incoming Democrat-majority City Council.

Currently the vice president of management consulting at Bowne Management Systems, an information technology company, Schnirman will join the new council that takes control Jan. 1, 2012.

“I thank the members of the City Council for their confidence,” Schnirman said in a statement released Tuesday evening. “I look forward to working with the City’s workers to implement the council's reform agenda, restore Long Beach's finances, and save taxpayer dollars. I’ve stepped into a challenging fiscal situation before and helped reform a government. I am ready to dive right in and hit the ground running to serve all Long Beach residents.”

The new Democrat-led City Council -- consisting of members–elect Adelson, Scott Mandel and incumbents Mike Fagen and Len Torres -- selected Schnirman among nearly 200 candidates that submitted resumes from across the nation.

“[T]he new council majority has chosen an outstanding individual to manage our administration,” Fran Adelson, who was elected to City Council along with Democratic running mates incumbent Len Torres and Scott Mandel in November, said in a statement.

Before joining Bowne, Schnirman supervised the day-to-day operations of about 1,200 workers at Brookhaven, whose total budget was nearly $300 million. He will replace outgoing City Manager Charles Theofan.

The new council said they based their selection for city manager on criteria pertaining to fiscal management issues facing the city, according the the transition team's press release. “Knowing the myriad problems facing our city, we looked for an individual with municipal administrative familiarity and the skills to move our city in a new direction,” Torres said.'

John McLaughlin, the lone Republican on the council, expressed support for the new city manager. “I am confident that Mr. Schnirman is up for the task ahead and he has my full support,” McLaughlin said.

Schnirman has served in the nonprofit sector as part of the founding team of United Leaders, a fellowship which mobilized young people into public service; as deputy press secretary to U.S. Senator John Kerry; as a member of U.S. Senator Frank Lautenberg’s legislative staff; and a member of the National Environmental Trust’s media team, attending the UN Climate Change negotiations in Bonn, Germany.

Schnirman served as a career advisor to the NYU Wagner School of Public Service’s Fellowship for Emerging Leaders in Public Service. He is also a board member of the New York League of Conservation Voters Long Island Chapter, as well as the New Leaders Council, serving as co-chair of the New Leaders Council New York Fellowship’s Curriculum Committee.

Schnirman holds a Masters in public policy from Harvard University's Kennedy School of Government and a BA in International Relations from Tufts University.

A quick Google search shows a typical political hack from the Suffolk County Democratic Machine. A Harvard kid who looks smart on paper but he won't survive a year in this town, especially when he has to take orders from low life political hacks in the new revamped and empowered LB democrat political machine! Mr. Schnirman, meet Mr. Zapson. I don't see any financial experience, which we obviously need. I give him a year before he runs out of town! This kid has no idea what he is in for! But I wish him luck; he'll need it!

Jimmy, I mean Craig I don't understand. Hmmmm.....the turnaround of a municipality run into the ground by Republicans. Sounds familiar here. The supervision of a $300 million budget.....guess that financial experience should be thrown out. Harvard....hmmm...guess you prefer the tool from Toledo U that just helped put the City into bankruptcy. What I am sensing here is a lack of reality. There comes a time when even Sofield/hennessy have to say WE LOST. You lost because you were totally incompetent. Because all you did was line the pockets of those related or connected to you until the City went bust. You lost because you lied constantly to your neighbors. YOU LOST. Let the City move on already. Stop trying to choke off any hope that this City has. For Christ sakes.....your good friend Moodys even broke up with you. Did you read the Dear John letter that he left you today? After what you and your friends have done to the City I don't really think that you are equipped to be critiquing the animal shelter no less a new professional. Use your real name too.

If you are insinuating that this guy, Craig, is actuially me, your wrong. I am not afraid to be up front with my beliefs and I don't need to hide behind fake profiles. I fully support the new City Manager. His resume appears to be impressive and I wish him the best of luck as City Manager. I do however, wonder what happened to the transpaency the residents were promised in making major decisions? What was the process? How many people were interveiwed? How many resumes were recieved?Who was at the interviews? For a new council who's campaign focus was "transparency", this process appears to have been conducted completely outside of the public eye, and the absence of transparency is apparent. That is the extent of my criticism, thus far. I wish him the best. I like his resume, I like his credentials on paper. I only want the best for the city, and if he can do the job, thats great! Good luck to him!

From the looks of his credentials, this guy's real bad news.

They promised that the city manager has to live in LB, not that hes born here.
The city manager must reside in Long Beach, he has 60 days to find a place here.
The same rule applied to Theofan, but he was above the law so he just said F_it .

Oh lord... can anyone provide us with links to read more about this guy? Didn't the dems make a huge ordeal over the city manager living in LB and wasn't that another campaign promise? Not that I necessarily agree with it but c'mon already- if you're going to make promises, don't go out and do the exact opposite for your first major decisions (1. No transparency in the process of hiring a city manager and B. City manager not living in LB) Dems are 0-2 on promises and not even in office yet.

Margaret,

You need to get a grip, I'm sure the first requirement of him accepting the job is that he must move here within a certain time frame. Next off you feel you should have been included in the hiring process? Why would you Even think that, there are reasons that the hiring process is not made public none of which you seem to understand

Concerned, I think you need a reality check. Where did it say once that I wanted to be involved in the hiring process? Thank you but I have my own job and don't need to do theirs. What I asked was... What was the process of hiring- so I can only guess that because you were confused with my statement that you have never hired anyone yourself, but thankfully I have so I know there is a process. Like where I work you start with a screening process where you weed out certain applicants off the top because they don't have a specific qualification. Then they meet with the first round of a panel where we ask general questions about the position, past experience, new ideas he or she can bring to the company, and certain traits about themselves. Next we send 3-4 people on to the VP or Pres. who ultimately makes the final decision. That is what is called a PROCESS. Let me give you the dictionary's definition of the word: A series of actions, changes, or functions bringing about a result. Now you see no where in there did I asked to be involved- i just asked to know what the process is.

And did you just say "You're sure the first requirement of him accepting the job is that he must move here..." Now we all know the saying-- when you assume, you make an a$$ out of you and me... Unless you are on the council or heard anywhere a direct quote that he has to move here, maybe you shouldn't make assumptions like that. Hopefully though, your assumption this time is correct.

If you want to fix it get in the faces of the new city council and be a presence. You only get one go-around on this planet, there are no re-do's. Make the most of your time here!!

Didn't see you at the Council meeting Jim. Did sit near the outgoing Council's fans though. After the meeting the new City Mgr introduced himself. He also mentioned that he is moving to Long Beach. Breathe easier. I am sure that you are relieved now. As mentioned to your alter ego Craig, you sound so upset. Is it because there is no more money to rip from this bankrupt City? Did you run out of friends to find bogus jobs for? Did the Repubs actually think that the auditors would miss the part where the cash line said ZERO? Are you angry that Moodys figured out the City was broke? There are no more hurricanes to blame....there are no more excuses to create. At some point instead of bashing the remedies, you should be looking in the mirror and owning up to what you and your souless cronies did to this City and your neighbors. You're gonna have alot of "friends" who are going to be out of work. You're gonna have lots of kids without summer jobs. You're gonna have alot of services in this City that are going to be cut because you and your greedy, political putzes didn't know when enough was enough. Hot tip....the citizens said it for you.
Now go away. Take your appointment with you. Leave this City alone. The only process that you should be involved in is the process server that should be serving you and the rest of the crooks that ruined this City.

Go read his question and answer posted shortly after this article. He says his first order of business is to get a grip on the financial crisis. Obviously, he is headed in the right direction. The outgoing administration has made a complete mess of the current finances and LB's ability to borrow in the future will be much harder than in the past. Seems to me the guy is headed in the right direction. AND if you read, he will be moving to Long Beach and living amongst us - HAD they hired a LB face, there would be accusation of them jumping on the friends and family bandwagon that the coalition has been famous for. I mean look at the scrambling to fill positions and promote their supporters this month despite the financial mess they have created. Go ahead coalition - run up more bills, it will only help secure your defeat next election. Face it Coalition - you lost. Now shut up and give this guy a chance, it would be hard for him to do worse than the last city manager when it comes to handling finances.

The promotions at the firehouse were needed now? Seriously? I don't buy it and neither do most other people. There are alot of political paybacks being pushed through at the last minute. Open your eyes - they are increasing the salary base of this city at the time that cuts will need to be made. I guess their reasoning is to screw this city even more on their way out the door.

When I learned about the control EC and the Dems had in this town I was appalled and supported the Coalition %100 even before they arose in my letters to the editor, etc. Now as we learn of the excesses taken by the previous administration and the attitude alone of the soon to be former City Manager I am again appalled. It's so sickening to read what some of you ignoramuses put in writing. Why not just tell us how you really feel? I personally took a plan to the city managers office this year that outlined a clear plan to save the city millions and make millions. What happened during the meeting? Theofan took 3 naps. Yes, the man fell asleep right there in his seat. USELESS i tell you. How can we get worse than that? I will again present my plan to the new city council and city manager in the upcoming year (ill be sure to bring red bull this time). In regards to Jack S. moving to town, it will happen. Have none of you ever relocated for a new job? that is exactly what this man will do. You will see him in local restaurants, on the boardwalk, at the rec center. Let's see if we can compile a list of promises we were made:
1. Transparency in all major decisions
2. Boardwalk fixed
3. No friends and family
4.Council meetings web casted
5. Good and Welfare at every council meeting
------ These are definitely major concerns of the citizens- now let's see if they follow through on all of their promises although transparency is already an issue as we were in no way informed of the process of hiring a city manager.

*1. Will they put a cap on OT since they have openly complained and challenged how much OT is being paid to the PD?

2. They have complained about the PD contract allowing officers to accrue sick and vacation days for 20, 30, and 35 years-- Will they cap how many days can be accrued for a retirement payout?

Sue, as for your post below... I read the fb post and was able to compile a few things together by copying and pasting. I found the fb post pretty on point with the promises. No one should be defensive, as it states merely facts. The only way one can become defensive is if they believe these promises aren't going to be followed through with. Is that what you believe? Personally I hope 100% that they are followed through with because that would make LB an even better place to live. The way people make sure that their government is working for its citizens is by bringing to a forefront their promises and following if they are followed through with. Yes I did copy and paste things, but they are mere facts. So I must ask, what's the point of your post, to point out I can copy and paste?

I'm beginning to think some of you have very poor reading comprehension so let me lay it our for you as simply as possible. I DID NOT ask to have an opinion in the process. Do I need to break down what it means for you when we were promised transparency in all major decisions? That means that you are not kept in the dark about how decisions are being made. That does not mean you are actually involved in whats going on- it means you know whats going on. So in terms of appointing a city manager- that means that the people appointing tell us how they are choosing. Let me break it down for you as I break it down for 10 year olds when I explain the process of hiring: you start with a screening process where you weed out certain applicants off the top because they don't have a specific qualification. Then they meet with the first round of a panel where we ask general questions about the position, past experience, new ideas he or she can bring to the company, and certain traits about themselves. Next we send 3-4 people on to the VP or Pres. who ultimately makes the final decision. That is what is called a PROCESS. That tells us (being transparent) who exactly is involved on each level.

Loving the Ocean- I think you're the ignorant one. There are some great websites for elementary students to help improve reading comprehension- maybe you should try one- then maybe you will understand the next time you read a post of mine.

With this behind us, we have to do all we can to urge the Council to cut costs, to streamline our operations. The people here can't take more tax increases, and those increases are unfortunately traditional Democrat remedies to insolvency.

While budget problems and municipal mismanagement seem to be a plague these days, wouldn't it be nice if our City could lead by example in solving these problems without bankrupting its taxpayers?

Let's reign in overtime; blank vacant jobs; remove the new layers of supervision that the Collation created. Hopefully this new manager will manage with a shred of financial responsibility that has been long lacking.

Yes your taxes weren't raised but the city is in the hole for $4.5 million. This killed our bond rating and will increase the cost of borrowing money in the future. There we go again!!!! The elephants and the donkeys going at each other. They are one of the same, can you understand. It is the people, us, the voters, the taxpayers, the residents, members of the community, that have the power. It was said by president Lincoln remember, of the people, for the people, by the people. The problem is we don't act like people concerned with their government and elected officials, we get caught in petty crap and bicker about everything. Keep it simple stupid, was a great advice given to me long ago, and it works. No community has prospered and shared in its successes, if the community is not together.

In that light and to share light, and since yesterday I was present in the lighting of the menorah, the following which greatly illuminated my life and holiday season:

"As we light the Chanukah candles, we are reminded of our heritage, and of our ancestors who had to light them in secret. We remember the trials that our people have endured, and the miracles that we have witnessed over many centuries. We celebrate with our family and friends, thankful that we can do so openly and without fear of persecution. We are inspired by the strength, courage and passion of our ancestors. We cherish our freedom, and are ever mindful of our responsibility to fight oppression wherever we may find it"

You don't have to be jewish to get it.

Lets hope for a brighter future for all.

The political partisanship in this city is appalling. I would remind both sides that it is those that don’t subscribe to blind party allegiance and put the interests of Long Beach and its citizens ahead of politics that often decide elections.

For you die hard Republicans. You defend a group of politicians and their appointees that have driven this city to the brink of financial ruin. It almost defies logic. Is the allegiance to your party so absolute that you would burn the city to the ground just to get and maintain power or to stick your finger in your political opponents’ eye? All you do is diminish the image of your party, which we will remember in the next election.

For you die hard Democrats, consider yourself on notice. Citizens who put Long Beach ahead of politics are watching. Yes, you are being handed a big mess, but how will you handle it? Will you stand above the partisanship and work to fix our problems or will you fall back into the same political traps of your predecessors. You have an opportunity to impress us…do not disappoint, because we will remember in the next election.

Obviously no single party corners the market on incompetence. Let's also remember that the "Coalition" that bankrupted our City consisted mostly of registered Democrats running as Republicans. And while we're at it, let's not forget that the ;last time the Democrats ran this city, each homeowners' taxes were raised $2500 per year.

The mismanagement is a disgrace. Perhaps the Internet will inform so many more constituents that some of the rascals are reeled in and come competence reins. Then perhaps some of the $50,000 I've given to Democrat-imposed property taxes can go back to my own family.

How's that for a Christmas wish?

Eddie, I would like to understand what you are talking about in your post here when you cite property taxes that go to the City. I bought my house for $225G in 1990. It is valued at $548G by the current 2011 NC assessment. My total yearly bill for "real estate taxes" is $3900. That is the tax the City collects. School taxes are $5300, but those go to the school district. So please explain... is your home much more valuable? What do you mean by "each homeowners taxes were raised $2500/year"?
You know there are people who lose $100G when the market drops 1% in a day... the good news... they had to be worth $10M for that to happen.
Just wondering where your #'s are coming from and what your rationale for fair taxation is. If your City taxes are $55G, congrats, you are a wealthy man. BTW, when our excellent police response or EMT/fire services get to your door(WHICH I HOPE THEY NEVER NEED TO DO) that is part of your tax $ going back to your family.

Yes, my property is probably worth more than yours.

Neal, I own several properties in this City. The City tax on my own home increased $2500 under the Democrats. I have to pay that additional $2500 every year.

The Democrat imposed increase I've spent on all my property exceeded $50,000.

That's money that would have been spent by me and my tenants in this community. Instead, I had to raise rents substantially. So while the Democrat/socialists may feel they are advancing their agenda by hurting a guy like me, that increase hurt all my tenants too, because they were forced to pay huge rent increases.

Police and fire response in this city is no better than the days before the Marine Bureau, the armored personnel carriers and the machine gun purchases. Let's get real and give a little thought to the taxpayer.

My kids all have good careers, but they can't afford the taxes in this place.

Let the new administration have a chance to succeed, I am a little upset that the new city manager does not come from Long Beach. I think we have some qualified people right here in town. As far as bond ratings and being in debt, who in the state of this economy isnt in debt Long Beach, Nassau County, New York City, America, Europe. Maybe we could blame the republicans for the state of the world. Just remember if the new city civil servants dont do a good job we can always vote them out. 3 years comes in the blink of an eye

You people here in Long Beach don't even appreciate what a bargain you are getting on your property taxes.
What are you complaining about?
I co-own a house with my ex in Massapequa which the County claims is worth (assessed at) $475,000. A modest sized split level on a standard sized plot. No waterfront. No in-ground pool. We are in the process of selling it and will be lucky to get around $400K for it.
Ya know what the total taxes are on this white elephant?
$11,700/year.
And around here, that's about average.
But Town Supervisor, jOHN VENDITTO, RUNS A GOOD AND TIGHT SHIP AND NOBODY COMPLAINS. So what's up with all of youse?

Lloyd, I wasn't complaining. Eddie was.
Your Venditto joke aside, the point you make is that "too high" taxes can only be argued from a knowledge of relative value. There are property taxes in some commercial property poor areas in Suffolk that would shock some LB homeowners. People pay higher overall property taxes for homes of less value than ones in LB. Given my family's needs and values... love the ocean/boardwalk, enjoy our downtown, appreciate easy proximity to NYC, I would feel fortunate to live in LB even if my taxes were higher (especially because I know I'd be paying more for less in, let's say Islip or Plainview.)
Sure, lower taxes are always better, efficiencies good, but our City government is dealing with aging superstructures (like streets, sewers and boardwalk), so I understand their is no free lunch and no easy solutions... I wish our new City gov't luck. Many people on the blog act as though the issues, whether budget/staffing/ overtime, or policing policy, or you name it are simple. "All you have to do is...", "what a bunch of incompetents"... Easy to blog, so is 20/20 hindsight, so is questioning the policy without knowing context, or legalities, or interconnections and complications... This young man will have his hands full.

Well I own a small cape in Long Beach, on a even smaller piece of land and I pay about $11,000 in taxes. I would love to compare the size of your house and your land in Massapequa to my house in Long Beach. Oh and I do not live on the water and I do not have a in the ground pool. So what am I complaining about. People are leaving Long Beach, because they can not afford to live here anymore. Keep raising taxes and see how many of your neighbors houses go up for sale. Especially the elderly community have lived here from the beginning of time and live on a fixed income. Oh and did you read in Newsday this year that a few of our schools are in much need for improvement, so we can't even say that our schools are all that great for the money we spend.

Before the election I agreed with the Democrats that the City Manager should not be an outsider and live out of the city. However, I don't think an outsider, who appears to have no connection with Long Beach is much better just because he moves into town just to get the job. How is he going to be familar with the many things that are unique to Long Beach when making decesions? Mistakes can be costly. I do wish him and the current officials the best. If the current things get worse no one is going to benefit. Also, another thought. Regarding friends and family, I'm sure politicians have no problem finding, friends, family and other political cronies who live outside of Long Beach.

Neal....The John Venditto comment wasnt meant as a joke. He IS doing an excellent job as Town Supervisor and can probably keep it for life. I could see him one day getting elected to the County leadership.
The high taxes in the T.O.B. are due to the exhorbitant school tax because my district is totally middle class residential and the school district finances are completely mismanaged.
But the roads, schools, and parks are well maintained and crime is nearly non existant so there is little complaining. We just tighten our belts a little more each year.

All these trained and educated people who run the big systems are incapable or crooked?... Except Venditto who I thought you were ethnically slurring with your post(I'm sensitive, have a lot of Italian friends and family)... ironically you would find that his name comes up in the very definitions of "cronyism" and "political machine" and "patronage" if you look up those words... I spent the first 25 years of my life growing up in the Town of Oyster Bay where to get a summer job for the town meant your parents needed to be registered GOP. But I'm glad you have finally noted that school taxes are not real estate(City/Town) taxes.

Jack is a friend to Zapson- He knows him through the Suffolk county dem commiteemen. That's where Jack came from- He was a dem committeman and the dem campaign manager in Brookhaven. Then (see link below) Jack's company was awarded the town contract which came in just under $5,000 - the threshold amount which would have required a resolution to by passed by the entire town board at a public meeting. We have been reading about this man's degrees from Harard and Tufts so we can't blame it on him "not knowing" it was wrong. Good thing the Ethics Board saw through this deceit and deemed it in violation of towns code. Neal, you make a very sensible point. Many of us love Long Beach, and yes, some really seedy parts of Long Island which lack a shred of Long Beach's assets, are taxed ridiculously higher than we are. Yes, that is obscene.

And in the past I have defended our local government for the nice job they do in providing services that make our town a nice place to live.

What I criticize is the massive run up in hiring, the new layers of exempt supervisors, police boats, patronage,.. we can go one and on. The result is that young folks cant afford to stay here.

Imagine what the taxes would be like if this City was operated more efficiently? Imagine the quality of life if our police department did not continually refer to its citizens as an "enemy" to be "taken down"? "Fruit" to be "picked" for summonses and arrest statistics?

There are problems here that need some integrity to solve, and the appointment of this new Manager appears to sadly be business as usual.

Unfortunately, the way this impacts most residents is with higher rents and higher taxes at a time when few have extra cash for either.

The city start saving money by not taking live, fresh flowers out of the ground every couple of months and replacing them with new live, fresh flowers every month. They can also sell the Segways that they purchased a few years ago, which are collecting dust in some garage because I have not seen them used in years. We should be buying new city cars when it does not pay to fix the old ones. Its not like they are driving them outside of the area. Why do we get new city cars every two/three years. If you maintain a vehicle and do local driving, that car can last you 10 years.

And I understand exactly what upsets you, but I don't think solutions are as simple as single words like efficiency or patronage. Finding efficiencies is not simple. What some people call a patronage hiring, others might argue is a cost efficient choice to get a local person with excellent knowledge and feel for the community (ex. the discussion on this blog re Mr. Remo). I don't know why you feel this hiring is business as usual or why you suggest there is an integrity problem. The new CM seems well schooled, experienced in muni budgeting... now of course he's a DEM and maybe as DEMS who go to meetings and such he knows and is friendly with those who were elected and their party hierarchy, but that is hardly a reason to question integrity, it's only everybodies norm... we all choose to work with and partner with friends and like minded thinkers when all other factors are equal. I'm not talking 'blind trust' here, just fresh start with a clean slate.
Many of the young people who live here drive fancy cars, have their kids enrolled in a bunch of different costly activities, eat in much nicer restaurants than I did when I was 30, and don't turn down any extra services that school districts offer. Some chose not to take their gold plated LI educations that seriously or took the kind of courses that would prepare them for the competitive global job market they were being warned they'd be competing in. I feel some empathy but must say young people have little to complain about...

...considering the extraordinary costs and enrichments their baby boomer parents were willing to shoulder in their upbringing. I feel bad for any American kid who has to compete against students in poorer countries who are not only hungrier but also driven by Confucian values. That said, many of my honors students who made the most out of their excellent educational opportunities (I'm a retired HS history teacher) are doing extremely well. So let's not get too "bleeding heart" over this... kids who were partying and cheating and taking "easy" or "fun" classes rather than rigorous and relevant might have trouble living in an affluent NYC ocean front suburban community... My three nephews had a plan, they all own homes locally, they all live better than I did at their age and way better than their granddads did. Pleasure to exchange thoughts with you Eddie.

Neal..I was active in Plainedge School Bd affairs years ago when my kids were young. I saw the waste, inefficiencies, cronyism, and screwed up priorites of the Boards which led to escalating school taxes and declining education for the students. The teachers became the enemy and sports programs took priority over educafional programs. Useful school buildings were demolished and new very costly ones were built.
The Superintendant received a salary, bonus, and perks greater than that of the Pres of the U.S. All this in a financialy strapped, propert tax poor district.
This has nothing to do with John Venditto, who has capably served as Supervisor since 1998.. He's kept Town taxes in check while providing very entertaining free rock concerts at John Burns Park. Much better and.bigger stars than we see here at our beach.

$11,000 a year for taxes in Long Beach IS way out of line, especially for a small house and plot. And there IS plenty of wasted tax dollars here as in many parts of L.I.
It just pissed me off how the Plainedge Board spent money like it was Great Neck and forced the modest homeowners there to pay the highest tax rate in the nation/world.
At least here in Long Beach you have a unique seaside community with good shopping and restaurants, and a one of a kind boardwalk to keep property values higher than many other parts of the Island.

"It just pissed me off how the Plainedge Board spent money like it was Great Neck and forced the modest homeowners there to pay the highest tax rate in the nation/world"

Really? Is that the same Plainedge School District where the parents raised BIG $$ on their own to maintain school sports when the district made "cuts"?
Well, why cut sports, why not special education services or pre K or any number of other programs that have grown like crazy since I graduated from Bethpage in 1971? Lloyd, you know education law and it's mandates on the Fed and State levels? Being "active" doesn't cut it. You don't have any idea why your costs have escalated, you are active but ill informed, as you don't have the background or knowledge or training to make the evaluations you do with such a sense of self assurance. You like nicknames like Magic Jack? Might you be Lazy Lloyd for spouting judgments on the complex systems w/o knowing enough? Or perhaps I am Never Certain Neal because I am careful in assessing blame when I know that the "devil is in the details".
$11 G is way too much? So tell us, what should CP pay? I have a 2 family 3 story that is in the last year of having the 3rd story(dormer) addition grandfathered in to my tax bill of just over 10G(School, City, County). We certain CP is accurate on his tax. I have no children. I look at LI taxes and feel ok with mine. Of course I wish they were half. I also wish for a Porshe. What would I pay under the Lloyd administration?

You made some valid points, Neal. But you showed how sports programs were more important to many parents and the school board than were education programs.
While librarians, computer room aides, and art and music teachers were "excessed", more money was spent on JHS and HS football programs, including bussing for the JHS football team. In one of Nassau County's smallest school districts, the Supt. was paid as much or more than the NYC Schools Chancellor, and yet the Board was trying to cut back on teacher's salaries and benefits, increase class size, etc. which led to a nasty strike years ago and very bitter relations between teachers, homeowners, and the Board.
I warned all to patch things up and move on for the sake of the kids and the community before we get lumped into the same boat as Levittown USFD #5 and taxes rise so high and the school reputation so low that property values sink lower than Roosevelt's. It is very sad nobody listened.
But one thing I do have to laugh at..the property taxes are SO HIGH that the community and District have remained totally White and basically immigrant-free.
I think that might have been the plan, because what intelligent Black, Latino, or immigrant would want to move there and pay those kind of taxes for a modest house when they can buy into Farmingdale, Bethpage, Massapequa and get a bigger house for much lower taxes and better schools.

Neal, you've won my respect as a retired history teacher. I owe most of what I have to my former teachers. I received an excellent education in New York City thanks to some very dedicated professionals. My kids, of which I have several, attended both private and local schools. They received great educations at both and I must agree that the level of services offered by Long Beach Public Schools is amazing. Really dedicated people here.

As a history teacher, you've probably heard of George Washington Plunkitt. He shared your view of patronage, and there is quite a bit of value to the argument.

What I resent here is the feeling that nobody in government is representing me -- nobody seeking efficiency. There's a sentiment that more is better, that if a little spending is good, more is better.

I've watched Long Beach government's hiring expansion in the past twelve years. New layers of management. New toys. Massive new spending.

Someone's got to watch the till, and I think the present unpredicted financial crisis is proof that nobody is doing that.

Eddie, Newsday's editorial on this subject today seemed spot on to me and addresses exactly what your concerns are. It seems that our new CM is a specialist when it comes to watching the till and achieving efficiencies (more with less) utilizing data driven real time analysis. Given LB's recent history(four power switches in 8 years), let's hope a skilled manager with a clear charge and a committed City Council and citizens who understand that there may be some "pain" involved to get to real accountable governance will accomplish what Newsday suggested as the goal:
that "LB the government can live up to the reputation of Long Beach the destination"... our beloved and wonderful hometown. Merry Christmas, Happy Hanukah, and a New Year of positive change.

Lloyd, what exactly do you think the new council members should have done with respect to a new city manager? If they had hired someone local, there would have been calls that they went to the friends and family pool of candidates. And history has shown what the talent in that pool is like. So now that they thought outside the box a bit, you find that problematic…yet you say you will give him one year to prove himself. So what exactly would you have liked to see?

As for him not being a local, that may actually be a benefit. He will not be coming in with preconceived notions and historical biases. Instead of looking backwards, maybe we will get a city manager that will look and carry us forward.

As for his educational credentials, let’s give the council the benefit of the doubt that they performed an adequate background check. If we can’t even give them that, then there will be no trust from day one.

Maybe Mr. Schnirman will be a pleasant surprise and will work to get the city back on financial track. If not, we can vote the council members that selected him out in two years. But in the meantime, let’s move forward together.

I believe the issue people had with Theofan was not that he wasn't from Long Beach, but that he wasn't required to move here after being appointed. The point wasn't that someone had to be hired from within Long Beach, which I think many would argue would limit our pool tremendously, but that the City Manager should be required to relocate here, to actually live in the city he/she is running - which this new guy says he will.

Let's not follow in the footsteps of opposing political parties of the past. Let's go into this with an open mind. Most of these people who are on here complained time adn time again about Theofan not being from Long Beach but now that he's appointed by the dems they think its okay- kind of hypocritical but so be it. Let's give this guy a chance. He seems to have the credentials and from what I have read, some background with finances and budgets. Let the facts speak for themselves and see if this guy can do all that we were promised from the get-go; a balanced budget with curbed OT from pd and fd without a huge tax increase, a new boardwalk, and no friends and family. If he can accomplish at least the balanced budget with curbed OT without a huge (or any) tax increase and even have an approved plan for the boardwalk within the first year that is something we should all be looking forward to

The fact that The SchnorMan is not a Long Beach native is not a big issue affecting his competency.

Lets hope this self proclaimed, Ivy League Lib is a quick learner like me, and not a total incompetent like that Mozambique native now ruling over us from the White House.

Probably that Lloyd, like 83% of Americans, doesn't like the job Obama is doing, and that, like 71% of Americans, believe he was born in a Third World African nation. (NY Times survey 10/11)

Iaocoon, you really think Lloyd reads the NYT? YOU DO? Gosh, how did I miss that survey data. 71% huh? So does that mean that 71% of all Americans reject reality? Or that the are just plain dumb and hateful? Or just envious of those who are so much brighter and accomplished than they are? I wonder.

Wrong answers Lloyd and Ioacoon... first he might say..."forgive them Father for they know not what they do." Then maybe he'd refer you to the "bear no false witness" clause of the Big Ten. Then, maybe, he'd ask Ioacoon for the origins of his Patch name(sounds kinda...). Then he'd ask Iaocoon for the link to that 71% survey because "Thou shalt not lie." Then Ioacoon... he'd probably ask me to ask you what gives you the audacity to suggest that "some want America to fail" when it is apparent that you and Lloyd wand LB and America to fail in order to make some odd political point.
I am apolitical and non ideological boys, just rational. Check all my posts. You are strictly political and even eclipse that great patriot The Donald, who we all know, through his brilliance and bravery, got the truth out on that "citizenship" issue.
Odd you guys claim the need for whistle blower protection... after all, 71% would laud you if they could.
One point we'd agree on, most of the back and forth on this and other threads seems driven by political insiders, people with axes to grind, personal, and thus anonymous (and I believe, dysfunctional and somewhat cowardly). Apparently Patch thinks this is more valuable than harmful.

Has anybody heard from Rod Blogojevich lately?
Sorry Neal if I misspelled his name. The NY Times is not permitted to write about crooked/convicted Democrats...and neither is Newsday. Not sure yet about Patch. We'll see when The Schnorman screws up

Neutron....I hope Schurman does well and turns Long Beach into another Atlantic City complete with casinos, boardwalk shops and entertainment, luxury hotels, and beauty pageants. That would bring in plenty of revenue, increase our property values, and add a little excitement around here.
Since your boy, Schnoorman hails from Brooklyn, he just might turn L.B into another Coney Island.
You'll be riding The Cyclone and eating Nathans hot dogs on the boardwalk. Keep an eye on your wallet or purse.

Mr Margaret ,
I cant believe im having a conversation with a man posing as a woman, but what the hell. One, Zapson is the head of the Dems, last I checked. Two, he was not elected to office. Three, how could anyone be more corrupt, deceitful and bigoted then Sofields and Theofan were in running this city.
Hiring more people then the budget allows for with a promise of not raising taxs is either incredibly stupid or just a grand play at buying votes. What did they think was going to happen? I hope someone was buying mega millions tickets because that was there only chance to pay for it all. You seem like a smart transsexual being Margaret. What other outcome could have happened? You talk about corruption from 10 years ago. What of the corruption that was going on up until yesterday?
You don't talk about that, do you. Because its your friends.

1. He was caught cheating at Harvard when he attended it. He was expelled twice, once for cheating on a test, and once for paying a classmate to cheat for him.

2. While expelled, Kennedy enlisted in the Army, but mistakenly signed up for four years instead of two. Oops! The man can't count to four! His father, Joseph P. Kennedy, former U.S. Ambassador to England (a step up from bootlegging liquor into the US from Canada during prohibition), pulled the necessary strings to have his enlistment shortened to two years, and to ensure that he served in Europe, not Korea , where a war was raging. No preferential treatment for him! (like he charged that President Bush received).

3. Kennedy was assigned to Paris , never advanced beyond the rank of Private, and returned to Harvard upon being discharged. Imagine a person of his "education" NEVER advancing past the rank of Private!

4. While attending law school at the University of Virginia , he was cited for reckless driving four times, including once when he was clocked driving 90 miles per hour in a residential neighborhood with his headlights off after dark. Yet his Virginia driver's license was never revoked. Coincidentally, he passed the bar exam in 1959. Amazing!

5. In 1964, he was seriously injured in a plane crash, and hospitalized for several months.. Test results done by the hospital at the time he was admitted had shown he was legally intoxicated. The results of those tests remained a "state secret" until in the 1980's when the report was unsealed. Didn't hear about that from the unbiased media, did we?

6. On July 19, 1969, Kennedy attended a party on Chappaquiddick Island in Massachusetts . At about 11:00 PM, he borrowed his chauffeur's keys to his Oldsmobile limousine, and offered to give a ride home to Mary Jo Kopechne, a campaign worker. Leaving the island via an unlit bridge with no guard rail, Kennedy steered the car off the bridge, flipped, and into Poucha Pond.

7. He swam to shore and walked back to the party, passing several houses and a fire station. Two friends then returned with him to the scene of the accident. According to their later testimony, they told him what he already knew - that he was required by law to immediately report the accident to the authorities. Instead Kennedy made his way to his hotel, called his lawyer, and went to sleep. Kennedy called the police the next morning and by then the wreck had already been discovered. Before dying, Kopechne had scratched at the upholstered floor above her head in the upside-down car.

The Kennedy family began "calling in favors", ensuring that any inquiry would be contained. Her corpse was whisked out-of-state to her family, before an autopsy could be conducted. Further details are uncertain, but after the accident Kennedy says he repeatedly dove under the water trying to rescue Kopechne and he didn't call police because he
was in a state of shock. It is widely assumed Kennedy was drunk, and he held off calling police in hopes that his family could fix the problem overnight. Since the accident, Kennedy's "political enemies" have referred to him as the distinguished Senator from Chappaquiddick. He pled guilty to leaving the scene of an accident, and was given a SUSPENDED SENTENCE OF TWO MONTHS. Kopechne's family received a small payout from the Kennedy's insurance policy, and never sued. There was later an effort to have her body exhumed and autopsied, but her family successfully fought against this in court, and Kennedy's family paid their attorney's bills... a "token of friendship"?

8. Kennedy has held his Senate seat for more than forty years, but considering his longevity, his accomplishments seem scant. He authored or argued for legislation that ensured a variety of civil rights, increased the minimum wage in 1981, made access to health care easier for the indigent, and funded Meals on Wheels for fixed-income seniors and is widely held as the "standard-bearer for liberalism". In his very first Senate roll, he was the floor manager for the bill that turned U.S. immigration policy upside down and opened the floodgate for immigrants from third world countries.

9. Since that time, he has been the prime instigator and author of every expansion of an increase in immigration, up to and including the latest attempt to grant amnesty to illegal aliens. Not to mention the pious grilling he gave the last two Supreme Court nominees, as if he was the standard bearer for the nation in matters of “what’s right”. What a pompous ass!

10. He is known around Washington as a public drunk, loud, boisterous and very disrespectful to ladies. JERK is a better description than "great American". “A blonde in every pond” is his motto.

So perhaps the moral of the story is we (the voters) need to hold our elected leaders accountable. If voters continue to elect/reelect some of these ethically and morally bankrupt people, then they get the government they deserve. Regardless of political party, who is more at fault, the bad politicians in elected positions or the people that voted them in?

Did you know that on January 1, 2012, 40,000 new laws went into effect? That is a new law every thirteen minutes. That is just the new state laws that went into effect. That does not count the new Federal laws that went into effect in 2011. Nor does it count rules and regulations promulgated by various agencies that control almost every aspect of our lives right now.

What is wrong with this picture?

If you want to know what is wrong with this country, we have too many laws. Period.

How many of those laws are really necessary? The answer is that most of them probably are not.

Do you want to know why we are spending so much money as a nation? It is because we are passing so many laws.

Every law we pass costs money. A few years ago, congress got the bright idea to pass ethanol subsidies. Congress gave .45 cent a gallon in subsidies, which translates out to billions a year. Finally that bad law died on New Year’s Day. Unfortunately Congress decided to reward Obama supporters with a $7500 tax credit for the purchase of an electric vehicle. That is a bad law that should have died.
