insurance arbitration??

i had a window blow in during the hurricane, resulting in water damage to my floors, furniture and rugs. my insurance company says it is  not responsible because the window did not break, the wall did not collapse, nor the roof. my coop says they are not responsible even though they own the windows. does anyone know how you try to get arbitration on something like this?
