Only one boardwalk ramp?

Sand Beach, Neighbor

Pre-Sandy. Every block had two boardwalk ramps, east & west side of block. 
Post-Sandy. New boardwalk ONLY has ONE ramp per block. 
Of course, Allegria Hotel block has two ramps!
Why????
