So what happened with the FEMA Hazard Mitigation Grant Program

So does anybody know what happened with the FEMA Hazard Mitigation Grant Program (HMGP)?   This was supposed to be another place where homeowners were going to be able to get money to assist with elevating and building new FEMA compliant (elevated) homes in addition to or as an alternative to NY Rising.  HMGP is supposed to cover up to 75% of the cost to elevate but the project must be OK’d before it’s started and there are no retroactive payments.  Now they did authorize retroactive payments after Katrina and there was talk of that as a possibility after Sandy but the whole program has fallen completely off the radar and gone radio silent in the press.  I know the city was supposed to be applying for it through the County and State.  From what I can find the “Letters of Intent” were to be filed with the state by August 1st, 2013.(http://stormrecovery.ny.gov/content/hazard-mitigation-grant-program-hmgp-0)  That was six months ago!  Haven’t heard a peep from city, county, state or anyone else whether they followed through or not or what is happening with the program.   Anybody have any information on it they can share?  Could help some people who haven’t been able to rebuild yet or are getting run around from NY Rising.
