Tree "trimming" in long beach

So I live on e olive street between Franklin and Lincoln and when I got home today I thought I was having a nightmare. The town had posted signs regarding trim and tree removal. I thought they were going to take down dead branches and trim. I came home to find at least 6 tress had been totally taken down and only the stumps remained. These were not dead trees at all. They were green and had plenty of leaves and were doing well.  There are at least 20 trees on park ave by Neptune that are totally dead and are in need of removal. So I wonder why long beach would kill live trees. My block looks bare and  I hardly recognize my block. It looks terrible. Not sure if this has bother any one else but I can't get over this.
