What is happening @ the parking mall in front of East End Key Food?

Does anyone know the purpose of the large hose situated in the parking mall at the east end of the lot? I've seen workers "baby sitting" a rather large hose coming out the sewer hole & the building structure at the extreme end of the parking lot is open
