City Council Agenda Nov. 19: Water Treatment Rehab, West End Holiday Lights

Other items include Community Development Block Grant funds and additional beach grass plugs.

The following is the agenda for the Long Beach City Council meeting scheduled for 7 p.m. Nov. 19 at City Hall, 1 W. Chester St.:

1. Resolution Granting Waiver of Off-Street Parking Requirements Re:
Premises 1013 West Beech Street (street floor), Long Beach, New York.
Re: Vitamin and Health Supplements Store

2. Resolution Authorizing Budget Amendment to Community Development
Fund Budget Year 2013-2014.

Legislative Memo: Annual appropriation of the Community Development Block Grant for approved projects such as infrastructure repairs and improvements and funding for public service programs, such as youth and senior programs.

3. Resolution Authorizing Settlement of Budgeted Certiorari Proceedings.

4. Resolution Authorizing the City Manager to Purchase Additional American Beach Grass Plugs.

Legislative Memo: The tidal surge during Superstorm Sandy washed away the beach dunes as well as the beach grass planted in the dunes. 380,000 grass plugs were planted by volunteers and City employees. An additional 180,000 grass plugs need to be planted in order to maintain the structural integrity of the dunes. Funding is being requested through public assistance grant monies from FEMA.

5. Resolution Authorizing the City Manager to Enter into a Contract for City Wide Tree Removal with the Lowest Responsible Bidder.

Legislative Memo: Numerous trees throughout the City suffered salt water inundation and have died or are dying as a result of this exposure. The City plans on planting new trees in the spring. Funding is being requested through public assistance grant monies from FEMA.

6. Resolution Authorizing the City Manager to Enter into an Agreement for the Rehabilitation of the City’s Water Treatment Plant with the Lowest Responsible Bidder.

Legislative Memo: The City’s Water Treatment Plant, which provides potable water for the entire City, was flooded and damaged during Superstorm Sandy. Funding for this project is being requested through public assistance grant monies from FEMA.

7. Resolution Authorizing the City Manager to Enter into an Agreement for the Rehabilitation of Potable Water Well No. 15 with the Lowest Responsible Bidder.

Legislative Memo: As outlined in the City’s Capital Improvement Program Well No. 15 was to be re-lined to extend its useful life for another 30-40 years, at approximately half the cost of opening a new well. As a result of Superstorm Sandy, additional equipment, machinery, wiring, etc. were severely damaged. Funding for this project is available in the City’s Capital Improvement Program and is also being sought through public assistance grant monies from FEMA.

8. Resolution Authorizing the City Manager to Enter into an Agreement for Construction Administration/Inspection Services for the Rehabilitation of Potable Water Well No. 15.

Legislative Memo: Said services are required for the above project.

9. Resolution Authorizing the City Manager to Enter into an Agreement for the Rehabilitation of the Connecticut Avenue Municipal Parking Lot with the Lowest Responsible Bidder.

Legislative Memo: This parking lot sustained damage as a result of Superstorm Sandy, thereby requiring rehabilitation. Funding for this project is being sought through public assistance grant monies from FEMA.

10. Resolution Authorizing the Use of Funds from the City of Long Beach Relief Fund.

Legislative Memo: To provide a matching donation of up to $5,000 to help purchase holiday lights for the West Beech Street business district.

11. Resolution Authorizing Publication of a Notice of Public Hearing of an Application to Waive the Off-Street Parking Requirements for Premises:
