PUBLIC HEARING: Resolution Granting Waiver of Off-Street Parking Requirements Re: Premises 1050 West Beech Street (street floor), Long Beach, New York. Re: Tattoo Studio

1. Ordinance to Amend the Code of Ordinances of the City of Long Beach Re: Building Code.

Legislative Memo: The City desires to increase the fines within multiple dwellings in excess of 25 units to a maximum amount of $1,000 for each day on which a violation exists.

2. Ordinance Authorizing Various Capital Projects, in and for the City of Long Beach, Nassau County, New York, at an Estimated Cost of $5,932,175 and Authorizing the Issuance of $5,932,175 Bonds of Said City to Pay the Costs Thereof.

Legislative Memo: The City Council unanimously adopted the Capital Improvement Program on May 21, 2013. Bonding provides funding in order to move forward with various infrastructure projects and associated large scale equipment purchases for the City.

3. Resolution Granting Waiver of Off-Street Parking Requirements Re: Premises: 647 ½ East Park Avenue (street floor), Long Beach, New York. Re: Gourmet Ices Shop August 20, 2013

4. Resolution Granting Waiver of Off-Street Parking Requirements Re: Premises 1050 West Beech Street (street floor), Long Beach, New York. Re: Tattoo Studio

5. Resolution Authorizing the Use of Funds from the City of Long Beach Relief Fund.

Legislative Memo: The City desires to use these funds to help the City with capital and infrastructure improvements to rebuild and restore the Recreation Center pool and locker rooms. This appropriation will fund improvements that are not reimbursable by FEMA. The City also desires to offer grant opportunities to local community organizations.

6. Resolution Authorizing the City Manager to Enter into an Agreement for Outdoor and Indoor Water Bottle Filling Fountains.

Legislative Memo: The City wants residents to save their money purchasing bottled water and also wants to promote environmental awareness by installing reusable water bottle fountains to keep people and our environment healthy. Ten outdoor fountains and four indoor fountains are being donated to the City which will be placed on the boardwalk and within municipal facilities.

7. Resolution Authorizing the Adoption of a “Solar Energy System Fast Tract Permit Application”.

Legislative Memo: This application will expedite and streamline the process in order to meet all regulatory requirements for the installation of solar energy systems. This will also allow the City to more easily apply for grant funding and for residents to maximize rebates from LIPA and

local, state and federal incentives.

8. Resolution Authorizing the Adoption of a Climate Smart Community Pledge for the City of Long Beach.

Legislative Memo: The New York State Climate Smart Communities Program is a state and local partnership through the New York State Department of Environmental Conservation to encourage climate protection. This Pledge to improve the City’s energy and environment

over time affords the City opportunities for grant funding as climate change affects every community in New York, economically, socially and environmentally.

9. Resolution Delegating Power to the City Comptroller of the City of Long Beach, Nassau County, New York, Pursuant to the Local Finance Law, the Power to Authorize the Issuance of and to Sell Not Exceeding $38,100,000 Revenue Anticipation Notes of Said City in Anticipation

of the Receipt of Various Revenues, Including FEMA Aid, Sales Tax, Sales and Use Tax, Utilities Gross Receipts Tax, as well as Various Fees, Rates and Charges, Expected to be Received During the Current Fiscal Year of Said City.

Legislative Memo: This is a short term cash flow note to finance Sandy recovery projects and will be reimbursed by expected FEMA revenues and water/sewer fund revenues during the current fiscal year.

10. Resolution Authorizing the City Manager to Enter into an Agreement for the Rehabilitation of the City’s Wastewater Treatment Plant and the Roosevelt Avenue Pumping Station with the Lowest Responsible Bidder.

Legislative Memo: Both the Wastewater Treatment Plant and the Roosevelt Avenue Pumping Station suffered extreme damage during Superstorm Sandy, requiring extensive repairs and rehabilitation. The City has made interim emergency repairs in order to maintain operations.

Permanent repairs are required at this time in order to rehabilitate the plant and pumping station. Funding is being requested through public assistance grant monies from FEMA.

11. Resolution Authorizing the City Manager to Amend the Agreement for Engineering and Design/Construction Administration Services for the Rehabilitation of City Hall.

Legislative Memo: This resolution awards the final element in the rehabilitation of City Hall.

12. Resolution Authorizing Publication for Hearing of an Ordinance to Amend the Code of Ordinances of the City of Long Beach Re: Administration - Purchasing.

Legislative Memo: New York State General Municipal Law was recently amended providing municipalities the enhanced ability in the awarding of contracts on the basis of “best value”. Best value is a common sense update for awarding contracts for services to the bidder which optimizes quality, cost and efficiency. This item is on for publication only.

13. Resolution Authorizing Publication for Hearing of an Ordinance to Amend the Code of Ordinances of the City of Long Beach Re: Building Code.

Legislative Memo: The City desires to increase the fines within multiple dwellings with less than 25 dwelling units to a maximum amount of $1,000 for each day on which the violation exists. This item is on for publication only.
