Legis. Ford: More Details Needed for Parking Lot Rebuild

The following is a letter from the office of Nassau County Legis. Denise Ford wrote to Long Beach City Manager Jack Schnirman concerning the reconstruction of two parking malls on East Park Avenue.

Dear Mr. Schnirman:

As you will recall, I have secured for the City of Long Beach (City) $1.7 million for the renovation of the parking malls on East Park Avenue between Long Beach Road and Monroe Boulevard. The construction was to be done by the City and reimbursed by Nassau County (County) under an inter-municipal agreement (IMA) entered into by the parties. One of the malls has been completed and I have been attempting to move forward with the second part of the project.

It is my understanding that there is a problem with payment to the City for the first part of the project, which has consequently prevented moving forward with the second part of the project. I have looked into the matter of payment for the first mall project and I have been informed that certain required information was not submitted by the City with the claim for payment. This information is required under the Job Specifications and without it being submitted no payment can be made by the County.

The missing items are:

1. Lab Test results for materials used.

2. Documentation to support a determination that the concrete mix requirements were met. The delivery slips must be consistent with County requirements for concrete class “A” mix.

3. Documentation showing approval either by the contractor RBA Group or the City of the asphalt design mix prior to the use of the design mix. The voucher identifies the asphalt design mix as “A” asphalt Type 6 Top and Type .3, but there is no documentation showing this mix meets the Job Specifications.

Once the foregoing is presented to the County’s Department of Public Works, they can process the voucher for payment on phase one and we can move forward with phase two of the project. In light of the fact that the requested documentation was a requirement of the IMA, the items requested should be readily available to allow us to move forward. I will be happy to insure that this documentation is properly forwarded should you wish to provide it to me.

I am sure that you are as anxious as I am to get moving on the second phase of the project and to insure that the City is paid for phase one. If there is any problem with this request I will be happy to facilitate any discussion necessary to resolve those problems to the benefit of our joint constituents.
