City Council Agenda March 5: Home Rule Request, Community Development Program

1. PUBLIC HEARING: Resolution Granting Waiver of Off-Street Parking Requirements Re: Premises 68 West Park Avenue, (street floor), Long Beach, New York. Re: Women’s Organic/Natural Skincare and Body Care Boutique and Lounge
                   
2 Resolution Authorizing the Submission of a Home Rule Request to the Legislation of the State of New York Authorizing the City of Long Beach, Nassau County, New York, to Issue Serial Bonds to Finance Extraordinary Expenses Resulting from Superstorm Sandy and to Restore the Fiscal Balance of the City of Long Beach.

Legislative Memo: The City is submitting this Home Rule Request in order to allow the City to issue serial bonds to finance extraordinary expenses resulting from Superstorm Sandy during the last two months of 2012 and into 2013 which are not eligible for reimbursements from state and federal grants as well as the issuance of serial bonds to liquidate accumulated deficits in City funds as of the close of the fiscal year ending June 30, 2012.

3. Resolution Authorizing the City Manager to Enter into a Contract for Emergency Sanitary Sewer Repairs and Replacement on the East Side of Lindell Boulevard and West Walnut Street from the Lowest Responsible Bidder.

Legislative Memo: Damage to this section of the sanitary sewer was caused by Superstorm Sandy.                       
                                  
4. Resolution Authorizing the Filing of an Application with the County of Nassau for the Purpose of Undertaking a Community Development Program, Under Title I of the Housing and Community Development Act of 1974, as Amended, and Title II of the National Affordable Housing Act of 1990, as Amended, for Inclusion in the City’s Community Development Program for 2013-2014 (39th Year).
                   
Legislative Memo: This resolution calls for a Public Hearing to be held on March 19, 2013, affording all persons the opportunity to publicly present their views and propose activities for Community Development Programs.
                   
5. Resolution Authorizing Budget Amendment to Community Development Fund Budget Year 2012-2013.
                   
Legislative Memo: Appropriation of the Urban Development Grant funds for approved projects/programs, such as tourism, senior and youth programs and City park and playground improvements.
                   
6. Resolution Authorizing the City Manager to Purchase Motorcycles for the City’s Police Department from the Sole Responsible Bidder.
                   
Legislative Memo: As a result of Superstorm Sandy, six City owned Police Motorcycles were destroyed and four are being replaced. Funding is being requested through public assistance grant monies from FEMA.
                   
7. Resolution Authorizing the City Manager to Purchase Five Vehicles from New York State Contract.
                   
Legislative Memo: As a result of Superstorm Sandy, twenty-two City owned Police vehicles were destroyed and four are being replaced at this time. Funding is being requested through public assistance grant monies from FEMA.
                   
8. Resolution Authorizing the City Manager to Enter into a Contract for the Restoration of the City’s Outdoor Roller Rink with the Lowest Responsible Proposer.
                   
9. Resolution Authorizing Settlement of Certiorari Proceedings Re: 215 East Broadway
                   
10. Resolution Authorizing Publication of a Notice of Public Hearing of an Application to Waive the Off-Street Parking Requirements for Premises: 880 West Beech Street (street floor), Long Beach, New York. Re: Kitchen & Bath Cabinet Showroom.
           
11. Resolution Authorizing Publication of a Notice of Public Hearing of an Application to Waive the Off-Street Parking Requirements for Premises: 951 West Beech Street (street floor), Long Beach, New York. Re: Sandwich Shop.
